Operational baseline requirements are confirmed.

Stage 2

Performance Evaluation

Candidates are assessed through a structured scoring framework aligned with service excellence, reliability, and professional conduct.

Stage 3

Annual Selection

A defined number of professionals are identified per cycle based strictly on total evaluation results.

Stage 4

Employer Matching

Selected professionals are introduced to verified international employers aligned with regulatory and operational requirements.

Final hiring decisions are made solely by the international employer.

Selection authority remains under VALTRANS Operations governance.

International employer coordination and documentation processing are facilitated through Dream Gateways under defined compliance protocols.

Participation in the evaluation process does not constitute guaranteed international employment.
